Patrick T. SheehanPATRICK T. SHEEHAN is a former Special Assistant United States Attorney with the Internal Revenue Service, Office of Chief Counsel. He litigated extensively in Federal Court including the United States Tax Court. While an attorney for the IRS, Mr. Sheehan recommended the acceptance or rejection of Offers-in-Compromise at the IRS District Counsel level. Mr. Sheehan formerly taught at Loyola University of Chicago School of Law, and served as the Director of the Loyola Student Federal Tax Clinic from 1991 to 1999. Mr. Sheehan is also a published author. His law practice focuses exclusively on the resolution of federal and state tax disputes with the IRS and the Illinois Department of Revenue. Mr. Sheehan has extensive experience in IRS and IDR collection matters including payment plans, wage levies, bank levies, tax liens, business taxes, Offers in Compromise, and home and business seizures. He has over 19 years of experience assisting individuals and businesses with their tax problems.


Robert M. RushROBERT M. RUSH is a graduate of Loyola University Chicago where he earned his Bachelor of Arts Degree cum laude. Mr. Rush received his law degree from DePaul University, College of Law. While at DePaul he concentrated his course of study in the areas of tax and business law. Mr. Rush began working in the legal industry while he was still pursuing his undergraduate degree, working as a law clerk at a Chicago civil litigation firm. While in law school he worked for the City of Chicago, Department of Consumer Services. During his tenure at the City of Chicago, Mr. Rush was frequently in court where he prosecuted consumer-related complaints. In addition, Mr. Rush worked on a number of public policy initiatives ranging from implementing on-line privacy protection measures to preventing price manipulation in fuel prices.


Raymond R. GaynorRAYMOND R. GAYNOR received his Juris Doctor from Chicago-Kent College of Law where he focused his studies on taxation and business law. During law school, Mr. Gaynor was involved with Chicago-Kent’s Low-Income Taxpayer Clinic assisting individuals with resolving tax problems with both the IRS and the Illinois Department of Revenue. Throughout the course of his studies he received several awards of distinction including the CALI Award for Excellence for the study of Business Organizations. Before joining Patrick T. Sheehan and Associates, Mr. Gaynor practiced in the areas of consumer rights law and class action lawsuits. Mr. Gaynor is a member of the American Bar Association, the Illinois State Bar Association and the Chicago Bar Association. Mr. Gaynor received his Bachelor of Science Degree from Indiana University.


Julie A. MillerJULIE A. MILLER received her Bachelor of Arts degree in Liberal Studies focusing on Government and Communication from Elmhurst College in May 2000. She began her career with Patrick T. Sheehan & Associates in July 2000. Ms. Miller is currently Office Manager and Paralegal for the law firm. Ms. Miller works with the attorneys on their cases and assists the law firm’s clients with the resolution of their tax matters.
